When I try to drop a floating window tabbing bar onto the title bar of a
fullscreen window, the autohiding panel at the top of the screen pops up
several pixels before I even reach the target window's bar. So window tabbing
doesn't work at all in this case. This is verified with both the TabStrip and
Oxygen window decoration with "Focus Under Mouse" policy. Note that the panel
pops up even earlier than when I'm not dragging a window bar! (approximately 24
pixels before screen top margin)
