New windows should be placed on the active screen. There is an option in
systemsettings -> window behaviour which marks the active screen as the screen
on which the mouse is. By that new windows are only opened on the screen where
the mouse is on. So when you basically work on your CRT and just run a video
player on the TV that's the best choice for you and should solve your problem.
