I think the current way of doing things is ok. The whole point of NEEDSINFO is 
to indicate to the people that get email for the bug that there's some more 
info needed and that it needs to be provided for the bug to be considered. If 
reporters, people on the CC list, voters, etc. don't care enough about the bug 
to provide the needed info, then I see no reason to bombard them with even 
more mail, especially when enough people mark the mail they do get for their 
bug as spam.

As an example, there have been almost 55000 people report a bug to 
bugs.kde.org, more than 35000 (63.6%) of those have only submitted one bug.
