This is caused by r933942 "Import actions always in disabled state." - that is
not right. The PrintScreen action is imported from printscreen.khotkeys and
should be enabled by default, but this makes it disabled (and just enabling it
in the kcm makes it all work).
I don't see the purpose of the change - if something should not be enabled when
imported, it should be already disabled in the .khotkeys file.
