Yes, it is a CMake project (I am not using anything else these days :-)).
The Makefile still exists, building the project works just fine.

Compared to this these messages are completely correct:
kdevelop(3629)/kdevelop (cpp support) IncludePathComputer::computeBackground:

KUrl("file:///home/armin/devel/sim/robocode.git/robocup08fourlegged/src/behavior/Symbols/GameStateSymbols.cpp")
 ": "Makefile is missing in folder

 robocup08fourlegged is not built by the project I am working on (related to bug
#200314).
