when switching between to more conservative power profiles, brightness should
not increase.


eg, i have powersave configuration set to 50% screen brightness and i've
already decreased brightness to lower than 50%, say 30% when on the performance
profile. now, when powerdevil switches from performance to powersave based on
battery level, brightness increases to 50%. this is undesirable behavior .
brightness should not increase when switching to a more conservative profile.
