You need to set the bugAddress property in your KAboutData correctly.

Leaving it blank will cause the report bug entry not to show.  Setting it to
the correct value is of course even better.

You can examine the ui_standard.rc file in kdelibs/kdeui/xmlgui to see the
action name for all standard menu actions.  In this case it is called
"help_report_bug", which is another way you could use to either disable or hide
the action.  You can use the action name to get a pointer to the appropriate
action if you're using XML-GUI (see KXmlGuiWindow, a subclass of KMainWindow).
