Hello Aaron, thanks for your interest!

I am also attaching mine plasmarc (not modified manually). I was on 1920x1080
and I had to Maximize the panel again.
As you can see there is also "short and tall" setting for this resolution:
size=720,360

To answer your qauestions:
Quitting plasma while at the lower resolution removing the
[PlasmaViews][2][Sizes][Horizontal1920] section etc... did NOT work here.

Then I switched into 1920x1080 resolution, maximized panel, went to 1440x900
and then back to 1920x1080 DID work.
