the way I was thinking is that the decoration will display the tabbed windows,
so it will depend on the the decoration if it is inside or outside the frame.

the applications can still have their internal windows, it will depend on the
applications want kind of tabs they want or both.

I still need to think more on what kind of problems this feature will bring.
