hmmm.. looks like you've trouble with modal dialogs.
can you
- run "systemsettings"
- click e.g. the "Window Behaviour" item
- still have a working desktop?

if yes:
- run "kcmshell4 kwinoptions" ...
this will open the exact same lib, but in a "modal dialog" (i.e. a dialog that
blocks parenting windows, if there are any)
be warned, i suspect the last thing will make your system unresponsive again
