I can't make sense of what you say in #8.
DHCP is a way for a computer to acquire an IP address for itself, for a good
period of time. It's supposed to happen _once_ when you bring the network
interface up, and not after that. So there's no reason kio_http itself would
ever be doing any DHCP communication, for instance.

My guess is rather that DHCP gave you a different configuration than you
normally got. E.g. you got a broken DNS in /etc/resolv.conf after using DHCP?
Does
export KDE_NO_IPV6=true
in ~/.kde/env/noipv6.sh help?
