Creating a new panel on a secondary xinerama display is skitzo, it won't allow
me to locate applets on it (I move them, they then snap back to wherever they
want to be).

Also, manipulating panel elements is cumbersome, please bring back standard KDE
middle-mouse-drag to relocate panel items.

This is with the latest Fedora Rawhide KDE.
