I found a few similar reports, but all of them were marked as fixed. I guess
that actually this is not some bug in the code, but an annoying design issue.

My system (KVM virtual machine), was using 800x600 resolution. I changed
xorg.conf in order to use 1024x768, and restarted X. When logging in in KDE
4.1.96, the panel was still only 800 px wide.

I think the panel width should be stored as a percentage (by default: 100%).
Then if the screen resolution is changed, the panel will nicely resize, so that
in this case, it would still use the full width of the screen.
