This is the first report we've had of such an issue so I wonder if there is
something unique about your config or network that would cause this.

Regardless, I'm afraid this isn't actually a KDE problem.  The Print Dialog is
provided by Qt and all dealings with CUPS including detecting printers is done
within Qt.  We don't do anything that might instigate a network scan, and I'm
surprised Qt would feel the need to do so either.  I would expect them to
simply query the local CUPS server to see what Printers it already knows about.

Anyway, could you please raise a bug report upstream at Qt
