New info: 

It does work as expected when you are root. When I open e.g. dolphin in root
mode and add e.g. the terminal button (which as default has no icon) to its
toolbar I can choose any icon from any category like apps, places etc.

When I try the same with dolphin as user the icon categories are not available
and I can only choose an icon from default category "actions" (which means in
this example I cannot assign a terminal icon to the terminal button because
actions category does not contain any terminal icon).
