If there is a partial-width panel at the top of the screen, it is impossible to
move a window into this free space by dragging its title bar.

It is possible to get the window up there using alt+left button drag.

If the partial panel is at the bottom of the screen it is possible to move a
window into the equivalent space by dragging its title bar.
