Stalled timers for seeding serve the same purpose as for downloading, to
determine when to decrease the priority automatically. This is useful when you
are seeding, to let other torrents seed, so that you can let torrents seed
which can actually seed data.

We are not going to disable this. Even if you don't use the automatic priority
decrease feature, it can still be useful to know how long a torrent is doing
nothing.
