Did you try using relative paths on a recent KDevelop 3.5.3 ?

I know for sure that KDevelop from KDE/3.5 branch revision 620369 implements
what you want (I've implemented it myself).
But that version is old (Jan 5 2007). If you can not get the latest version to
behave like you need, you can always fallback to that version.
