I think my wish is most similar to this, so I add it here rather than add a new
bug.

I would like to be able to have multiple xbel bookmark files, preferably
accessible at once (e.g. if 'multiple views' is enabled for the navigation
panel).  the implementation I am thinking of would enable right-clicking in the
navigation panel tabs and having 'bookmarks' appear in the 'add new' submenu. 
configuration of the bookmarks tab(s) would enable the (currently greyed out)
'Set URL...' menu item, where I could specify an xbel .xml file for each
bookmarks panel.
