I think I had the same problem. A bit frightening at first, but I was able to
solve it simply by removing the files share/config/plasma-appletsrc and
share/config/plasmarc. 

I guess this problem has already been been identified and fixed (or worked
around) but I have backed up the removed files so if it is of any interest, I
can provide more information. 

Before I could install the updates that lead to this problem I had to remove
some 'kde base debuginfo' because of a dependency problem so I'm afraid that I
wont be able to provide a useful backtrace.

After this first hiccup I must say that I'm very pleased with the look and feel
of the updated KDE/plasma.
