It used to work in kde 3.5. I'm using Kate, it does not fail silently for me
(kdebase-4.1.0-1.fc9.1.i386, kdesdk-4.0.5-3.fc9.i386), a dialog appears saying:

For file /home/user/file.txt no backup copy could be created before saving. If
an error occurs while saving, you might lose the data of this file. A reason
could be that the media you write to is full or the directory of the file is
read-only for you.

The dialog has two buttons, "Try to Save Nevertheless" and "Cancel".
