Are you really comparing with Kate from KDE-3.5.x?
KDevelop has, to the best of my knowledge, no logic to force a save when the user \
changes encoding via "Tools -> Encoding". This is all katepart in action, and when I \
try it in Kate 2.5.9 (from KDE-3.5.9) I see the exact same behaviour as in KDevelop - \
the app saves/asks to save the file.
