KDevelop has, to the best of my knowledge, no logic to force a save when \
the user changes encoding via "Tools -> Encoding". This is all katepart in \
action, and when I try it in Kate 2.5.9 (from KDE-3.5.9) I see the exact \
same behaviour as in KDevelop - the app saves/asks to save the file.
