With KDE 3.5.9 it still appears to not work:
when selecting an "ordinary" key in "OpenPGP Key Selection", the OK button is still \
grayed out and the key symbold, marked with a yellow question mark, gets marked with \
a red cross instead. Only the selected keys/recipients which get a green checkmark \
after being selected can be chosen for encryption. So, it appears that the behaviour \
has changed, but the bug hasn't been fixed.
