Patch to add a "Show Bottom Bar" option to the Settings menu.

Attached is a patch to add a "Show Bottom Bar" (Shift-F7) option to the
Settings menu, with setting persistence.

I still think it's better to just use a standard toolbar, but that would be
more work.
