Yes, it takes 1.7s on my system. Seems like a performance bug in lsb_release command, which should be fixed. 

It is possible to parse /etc/lsb-release file directly, but it is not conformant to LSB spec (see https://lists.linux-foundation.org/pipermail/lsb-discuss/2004-May/002146.html). The only LSB-conformant way is to use lsb_release command.
