tarballs 3.97 aka RC2 used:
If you scroll down large folders in konqueror,kmail or konsole
i think this is a general issue and not an application specific issue, because you \
can reproduce it with every kde4 app.

the scrolling is not really snappy, it is some kind of delayed.
This doesn't happen in kde 3.5.8 at all.

I have a nvidia card 8500 GT so this shouldn't be the bottleneck
on a quadcore 2.4GHZ pc
