"Tibet" is at least the proper name of a former (and hopefully future) country.

The official Chinese name in English of the current province is "Tibetan Autonomous \
Region" - abbreviated to TAR. 

So, if there is so much concern to make KStars Cities.dat "correct" in, it should be:
Country=China
and 
Province=TAR or Province=Tibetan Autonomous Region
