You certainly can. Start a new Konsole session and run:
konsoleprofile CursorShape=<Number>
Where <Number> is 0 (Block), 1 (IBeam) or 2 (Underline)
konsoleprofile is a simple shell script which just does this:
/bin/echo -e "\033]50;$1\a"
Where $1 is replaced with its argument.
