Sorry to comment again but I have just noticed some interesting behavior.

I have a filter set up to forward all emails from a particular email address to \
someone in my address book. The incoming emails from this particular email address \
are multi part (plain text and HTML); however, kmail DOES use the template correctly \
when automatically forwarding them.

Once the filter is applied and mails from this address are in my inbox, i tried right \
clicking on the email and forwarding in line, and the template DID NOT work.
