It would be nice to have, instead of a single command for a titlebar action that is \
activate and raise, to list activate and raise in two different boxes (much like \
configuring filter conditions in kmail).

"Activate & Raise" and "Activate & Lower" could become two different actions listed \
for the window.

The reason I desire this feature is so I can do "Activate & Shade" or "Shade & \
Lower." Don't know if this would be a kwin issue or a kcontrol issue, but having used \
Qt before, I would think it's probably kcontrol.
