When I enter in certain webpages (ex. \
http://gomeler.com/2006/07/08/file-compression-review/ ) I see two scroll bars. When \
I scroll with left bar the page scrolls properly and when I scroll with right bar the \
page stays at the top and at the bottom I see all blank. 

Mouse's wheel activates right bar so it's very annoying.
