Just adding some more comments here in case the X guys are peeking in don't have to \
do the same mental steps (and I don't have a FD.o bugzilla account):
Above there are three characters in use. Arabic has ligatures possible between the \
three of them, but there's also a special unicode character for the ligature between \
the first two (as it is apparently the only non-optional ligature in Arabic).
The correct ligatures are used if the characters are entered separately and \
everything is left up to the shaper. However, things get tricky if the key is used \
for the (in theory) isolated glyph and characters immediately follow. The reporter \
is suggesting that when that character is used and followed by additional characters \
that the isolated form of the glyph not be used, which seems sane. Whether that's \
handled by the shaper or the input code is left as an exercise to the reader. :-)
