Change the middle button's action to anything, then try to use it.
If you click the mouse wheel it'll always raise and lower the window, if done over a \
window container if you scroll with the mouse wheel it will always be "Cycle Through \
Windows"

The left button actions are kinda weird too.
When set to Show Task List or Cycle through windows the default action is always \
performed. all other options work.
