i don't agree: a 'package' should include all files

1) just checked the kdevelop.tar.gz which is used by gentoo - it comes
 with a kdevelop.kdevelop file

2) the gpl says to include this file:
"The source code for a work means the preferred form of the work for
making modifications to it"

and the prefered form of work is to use kdevelop ;-)
