The difference to firefox in this case is just that firefox parses the </p> as a new <P> tag.
So in firefox:
<ul>
<li>
<p>this is paragraph 1, it contains a list
<ul>
<li>bulet one
<li>bulet two
</ul>
</P>
<li><p>this is paragraph 2, it contains no list</p>
</ul>
becomes:
<ul>
<li>
<p>this is paragraph 1, it contains a list </p>
<ul>
<li>bulet one
<li>bulet two
</ul>
<p></p>
<li><p>this is paragraph 2, it contains no list</p>
</ul>
I am not sure we should copy that behavior..
