It's a bug.  Anything that sucks up as much as 25% of the total CPU time, causing \
significant "outages" to the user, over something as trivial as changing the \
wallpaper, is bad, very bad.

That said, okay, good to know it's actually not kwin itself that's at fault; I'm \
going to mark this one as resolved.
