If I remember correctly Quanta accepts templates and toolbar paths only under the \
project path. In your example these are outside of the project.

Can you test if it works for you when you choose a path inside of your project.

Of course this behavior might not be intuitive but please understand the concept \
Quanta has: everything what belongs to a project must be in one subtree.  This allows \
us to pack a project very easy. 

If you have toolbars and templates that you want to share between projects you may \
put them in the local folders. You know we have global, local and project locations \
for almost everything.  If this is not an option for you, you can copy from global or \
local templates to your project templates during creation of a project.
