no, the two vars need to include the installation prefix, e.g. i install to /opt/kdecvs so:

aseigo linux:~> !set
set | grep XDG
XDG_CONFIG_DIRS=/usr/local/etc/xdg/:/etc/xdg/:/etc/opt/gnome/xdg/:/opt/kdecvs/etc/xdg
XDG_DATA_DIRS=/usr/local/share/:/usr/share/:/etc/opt/kde3/share/:/opt/kdecvs/share/:/opt/gnome/share/
