Reproduce:

1) select some images
2) d&d a tag onto an image that is not in the selection
==> all selected images and and the image were
the drop happened get the tag assigned.

I was biten several time by this: I've assigned
tags to an selection of images.  The then selection
still exits (that's okay).  I scroll down, see
an image that misses and tag.  Drop an tag onto
it and continue like that.

Later when I browse in the tag view I find several
images that have wrong tags assigned. And this
happened due to 'selection is not clear when and
a(nother) drop happens on an image not in the selection'.

The selection was long out of view and obviously out of my mind too :(

nevertheless IMHO it's counter intuitive to apply
an drop to an selection when the drop happened outside
the selection.
