Sorry, I was not quite specific enough.

Certainly scrolling up the last line makes sense if it is partway off the screen, but \
kate scrolls up one line even when the last line is completely visible, and even when \
autocenter cursor lines set to 0.

This is not a problem with trying to select text on partly invisible lines, it is a \
problem with trying to select text in the last line onscreen.
