I do not think that it is worth for fixing for KDE 3.5.

I have noticed that the filename is given as locale encoding when the catalog manager \
calls KBabel, so supporting the KDE hack for UTF-8 is without sence.

As for the second use, supporting MS Windows, there are other part of KBabel not \
supporting MS Windows either (for example calling stat(2) directly without using the \
compatibility layer kdelibs/kdecore/kde_file.h )
