What you seam to want is for the problem reporter to parse all opened files upon KDevelop startup.

But that will considerably slowdown the loading of KDevelop.
So probably the fixme should be stored in the project's "dynamic PCS". That should solve it better.

But that also means that the "TODO" should be stored too.
