Yes, that makes sense.  

The problem, as I see it, is that currently if you use the: "Add to Panel" menu to \
add a menu item to the panel that the 'desktop' file isn't really added -- there is \
no local copy.  So, if the 'desktop' file added by installing the application is \
deleted, it is gone.  OTOH, if you drag'n'drop an application from the menu to the \
Panel, a local copy is created.  This is an inconsistency that needs to be addressed \
for there to be a proper solution to this problem.  That is, adding an app to a Panel \
by using the "Add to Panel" menu should create a local copy of the 'desktop' file \
from the KMenu just the same as if you added it by drag'n'drop.
