Aaron, the best idea in this thread is your very own in comment 1. It seems like all \
the changes that you have made/are going to make will grow to be a horrid hack. \
Kicker's implementtation was practical enough for most users for most use cases. All \
the changes only benefit a small group of users yet potentially annoy many existing \
satisfied users, aside from bloating the codebase.

That's totally bullshit, Michael. Gentoo Portage, which is ironically a redesign of \
Ports, installs first. RPM installs first, and so I believe RPM-based packaging \
system such as yum and apt-get also installs first. Even most Windows installers, \
including InstallShield and NSIS, install first (or upgrade only without \
uninstalling). By the way, because Ports uninstalls first, it has to perform backups \
in case the upgrade fails yet the existing one has been uninstalled. This is \
redundant and unnecessary in most, if not all, other packaging systems.
Also, even if you get what you wished for with Kicker, there are so many panel \
programs out there that chances are some of them may share the same \
auto-remove-when-file-is-gone implementation of Kicker. Are you going to push your \
agenda everywhere instead of just fix the Ports system?
