This issue may be a little more complicated than I originally thought.

If you d'n'd a file from the desktop to a Panel, it is added without any menu choice \
which is correct because the file isn't added.  What is actually added is a 'link' \
type 'desktop' file.

Then if you d'n'd the file back to the DeskTop -- whether you choose copy or move -- \
it is the 'desktop' file that is added to the DeskTop.

I'm not sure what the complete answer is for this, but I do think that when you d'n'd \
an icon from the panel that you shouldn't have the option to "Move Here'.  If you \
want it moved, you need to also delete it from the Panel.
