This bug is similar to bug 99006

The same error occurs with libcrypto.so.0.9.7, libpq.so.3 and libssl.so.0.9.7.
Linking these files into ./kdelibs-050223/kdecore/.libs solves the compile problem
which is LD_LIBRARY_PATH related.
