Do you perhaps use SuSE packages? I've found that KMail sometimes freezes on 
signed messages because dirmngr is doing something wrong. I did never wait 
for a timeout but killed the dirmngr process to make KMail unfreeze. And 
this happens although I have all crypto support options unchecked.
Even in this case it's no bug in KMail but in the gpg related setup. I 
wonder how a "fix" in KMail should look like.
