To bring back the action list, search for kmmainwinrc below your $KDEHOME (usually \
$HOME/.kde) and remove (or better rename) that file. After a restart, KMail should \
behave normally. FYI, the possibility to manipulate filter actions in the Edit \
Toolbar dialog has been removed (at least for KDE 3.4, I consider backporting \
though).
