I could not reproduce it in my XFree-4.3.0 even with your config files. 
I installed X.org (which is pretty close to XFree 4.4.0) and still everything works \
ok even with single (de) layout - when I start Kcontrol/layouts I can select (the \
                only) German layout with mouse or keyboard and I see these variants:
-basic
-nodeadkeys
-deagraveacute
-deadacute
-de_ro
-de_ro_nodeadkeys

I made tiny changes which may be related to this bug in latest CVS (should go into \
3.3) but I'm doubt it'll help in your case.  Just in case which version of Qt are you \
using? And are you able to reproduce it on some other machines? Will you be able to \
try KDE 3.3 when it's out?
